Premium residential construction in Portugal in 2026 generally starts around €2,500/m² of built area and rises with site, specification and coastline — before land, design fees, licensing taxes and VAT. If a number you were quoted looks dramatically better than that, the difference usually reappears later as change orders. This guide explains where the money actually goes.
Indicative ranges (2026)
Standard construction: roughly €1,200–1,800/m². Premium residential — the segment we work in: from roughly €2,500/m² upwards, with bespoke coastal and architect-led projects commonly €3,000–4,500+/m². These are indicative construction-cost ranges for budgeting conversations, not quotes: real numbers come from a real program on a real site, which is what our feasibility review produces.
What moves the number
The site (slope, access, soil, an existing structure); the envelope and systems specification (glazing, HVAC, pools, domotics); the finish level — premium is mostly decided in bathrooms, kitchens, carpentry and stone; location logistics (coastal and remote sites carry real premiums); and the licensing calendar, because time is a cost. Engineering specialties are where invisible money lives: structure, water, electrical, HVAC, telecom, acoustics, fire.
Where budgets die
Not in the contractor’s margin — in the gaps. The classic failure: a design tendered to the cheapest bidder, priced off incomplete drawings, renegotiated mid-build through change orders. The lowest bid and the final cost are different numbers. A design-build contract closes that gap structurally: the team that priced it drew it, and the team that drew it builds it. Is the price per m² fixed in the contract?
The contract fixes scope, specification and price together — that’s the point of integrating design and construction. Changes you request are priced transparently before they happen, not discovered after.
What about land, fees and taxes?
